Founded by long-time collaborators Scott Carver and Mario Perez, we combine 60+ years of hands-on construction and project delivery experience to help public agencies, housing authorities, municipalities, and private partners turn critical housing needs into built reality.
Our Story
Eight years ago, Scott and Mario met on a challenging Virginia Housing project that pushed schedules, budgets, and site logistics to their limits. Working on opposite sides of the table—but toward the same goal—they earned each other’s respect by doing what mattered most: delivering the project, on time and to spec, under pressure. The job wrapped successfully. The professional respect became a friendship. Over the years that followed, the two continued to collaborate across complex builds, sharpening a shared approach rooted in transparency, accountability, and problem‑solving in the field.
That spirit is now formalized in Capital Development Group—a development company created to focus on housing across Virginia, with an emphasis on government, workforce, and publicly supported residential projects.

Scott Carver – Co-Founder
A veteran construction leader with deep experience in large-scale residential and mixed‑use projects, Scott is known for his disciplined preconstruction planning and on‑site execution under tight regulatory oversight.
Mario Perez – Co-Founder
Mario brings multi-state HVAC, mechanical, Plumbing, Electrical and building systems expertise to integrated housing delivery. His strength lies in bridging design intent and field conditions—critical for schedule, comfort, and long-term performance.
